camstudio is what he uses. although i wouldnt reccomend it its the only free capture software thats not a ripoff [all other free ones rip off camstudio so dont search for any of them]

He's using Camstudio, I'm almost positive. You see the Camstudio codec, and plus the follow mouse thing is one of Camstudio's capture modes.
